<P>PROBLEM TO BE SOLVED: To provide an antifouling coating composition that forms an antifouling layer excellent in antifouling properties and resistance to hot water and having self-cleaning properties, and that is environment-friendly because no organic solvent is used, wherein dissolution and swell do not occur in a ground coating vulnerable to the organic solvent; and to provide a method of forming an antifouling coating. <P>SOLUTION: The antifouling coating composition comprises, as main components: a water-dispersed colloidal silica (a) in an amount of 0.1-10.0 mass% on a solid content conversion basis; one or more nonionic surfactant (b) in an amount of 0.01-1.0 mass% on the solid content conversion basis; and water in an amount of 89-99 mass%.
