<P>PROBLEM TO BE SOLVED: To provide hair cosmetics which impart favorable flexibility to hair after drying, can suppress the generation of not only dandruff and an itch but also a skin eruption and dryness, and is excellent in a scalp care effect. <P>SOLUTION: The hair cosmetics contain the following components (A), (B) and (C), and pH at a temperature of 25°C when the cosmetics are diluted with water 20-times in weight is 1 to 4.5. (A): An organic dycarbonic acid which may contain a hydroxy group, or a hydroxy monocarbonic acid, or 0.1 to 20 wt.% of their salts. (B) 0.001 to 10 wt.% of at least one of an antiphlogistic agent.
