Contact terminals (24 and 26) are arranged on a support base (12) at a distance in a circumferential direction of a rotating drum (14). A conductive part (30) extending at least for a distance between the contact terminals (24 and 26) in the circumferential direction is provided on a perimeter surface (14A) of the rotating drum (14) in correspondence with the positions of arrangement of the contact terminals (24 and 26). The rotating drum (14) is rotated in the circumferential direction in a state in which the perimeter surface (14A) has been brought into contact with the contact terminals (24 and 26), and the conductive part (30) is brought into contact with the contact terminals (24 and 26), whereby switching between conducting and non-conducting is performed.
