<P>PROBLEM TO BE SOLVED: To provide a combination cutter that has a combination of a first cutter for primary machining and a second cutter for secondary machining to the primarily machined portion. <P>SOLUTION: The combination cutter includes the first cutter 20 and the second cutter 50, wherein the first cutter is placed on the second cutter to be combined with each other and mounted on a rotating shaft 100 in the rotation axis. The second cutter 50 has a second base 52 mounted on the rotating shaft 100, and second blades 78 extending from the second base 52 and protruding from the first cutter 20 in the thickness direction thereof.
