<P>PROBLEM TO BE SOLVED: To provide an information exchange device enabling a relatively large number of people to easily cooperate. <P>SOLUTION: A mobile phone is provided with short-range communication means for transmitting information of questionnaire and choices to plural communication correspondents in a communication zone and receiving the responses to distribute a sum-up result. It is also possible to respond to questionnaire and choices received from another mobile phone, and the mobile phone is enabled to be both an information transmitting-side and receiving-side. It is possible to upload response information from within a short range received by the short-range communication means to a server via a mobile phone line, download a wide-area sum-up result from the server and distribute it to plural responding correspondents via the short-range communication means. It is possible to download the questionnaire and choices from the server.
