The device has a half shell (2) whose open side is fixed on a building outer wall (1), where a compressed air inflatable balloon (6) is arranged within the half shell. The inflatable balloon fills an inner space of the half shell under omission of edge areas (13) in an inflated condition and empties and collapses the inner space when compressed air is removed. The inflatable balloon comprises an intense structured surface that is coated with dark color, and the half shell is made of aluminum or plastic, where functions of the balloon are controlled by a programmed computer (10).
