PURPOSE: A system and method for discounting toll using a high-pass terminal are provided to prevent traffic accidents by discounting toll in proportional to rest area visiting hours. CONSTITUTION: A high-pass terminal(10) receives departure place information about an advancing car to a toll road. The high-pass terminal receives information of arrival and departure time in/from an express rest area. One or more rest area terminals(20) read the information of arrival and departure time in/from a corresponding rest area. A toll charging terminal(30) calculates a corresponding toll using the departure place information and the information of arrival and departure time in/from the rest area from the high-pass terminal. The toll charging terminal transmits and receives payment demand information from/to the high-pass terminal.
