<P>PROBLEM TO BE SOLVED: To provide an electric apparatus controller capable of enhancing convenience of a user, and further to provide an electric apparatus control method. <P>SOLUTION: An apparatus controller 10 comprises: a time-shift time calculating section 14 for calculating a time-shift time indicating an operation start time or an operation stop time, from which or to which an electric bill charged when a household appliance 30 is operated is not greater than a predetermined electricity charge; a change determining section 17 for determining whether or not the time-shift time calculated by the time-shift time calculating section 14 is changed; and a notifying section 18 for notifying a user that the time-shift time is changed when the time-shift time is changed.
