Provided is a network management device in which, when an existing address is to be reassigned, links with the greatest link costs among links configuring the network on the basis of network configuration information are extracted. On the basis of statistical information, a flow traversing the extracted links is identified. When a request for a path modification of the identified flow or a traversed-link request which requests a traversal is received from an external terminal, either one address between the pair of addresses of the identified flow is selected as an address to be modified. When modifying the selected address to be modified, an address which traverses a link included in the traversed-link request and which is an address that has not yet been assigned is selected as an assignment candidate address, and thereby, the address to be modified is modified to the assignment candidate address.
