Provided is a message sending method, including: a first network element selects a coupling according to the International Mobile Subscriber Identity (IMSI) of a user; in the selected coupling, selects a stream according to the IMSI of the user; and in the selected stream, sends a message to a second network element. Correspondingly, also provided is a message sending device. Selecting a coupling and a stream according to the IMSI ensures that messages corresponding to the same user are transmitted in the same stream, avoiding the confusion of message sending.
