<P>PROBLEM TO BE SOLVED: To provide fluid treatment elements and assemblies capable of removing electrons from the fluid in addition to the treatment of the fluid. <P>SOLUTION: The fluid treatment elements and assemblies include a spring-biased electrical contact arrangement. The spring-biased electrical contact arrangement provides an effective, reliable electrical pathway from the fluid treatment pack and/or the end caps to the housing which may be grounded.
