PURPOSE: A vehicle position value generating system and method are provided to create a vehicle position value at an appropriate quality and an affordable price in region where a global positioning system(GPS) signal is not receivable. CONSTITUTION: A vehicle position value generating system(100) comprises a rotation detecting device(110), a grade sensor(120), a satellite navigation device(130), and a position value calculating device(140). The rotation detecting device detects rotation quantity of left and right sides of two front wheels or two rear wheels, respectively, according to the operation of a vehicle. The grade sensor detects a grade of the vehicle. The satellite navigation device obtains a first position value of the vehicle by using three or more artificial satellites. The position value calculating device calculates the amount of movement of the vehicle in a three-dimensional space by using the rotation quantity and the grade of the vehicle when the satellite navigation device is unable to function appropriately. The position value calculating device creates a second position value of the vehicle by using the first position value and the calculated amount of movement.
