PURPOSE: A complex heat insulation finishing panel with a non-flammable, flexible, and mechanically strengthened layer is provided to secure heat insulating characteristic, non-flammability, flexibility, and mechanical strength by including a stacked layer integrated with a heat insulating panel. CONSTITUTION: A complex heat insulation finishing panel forms a polymer dispersion layer(3) which applies adhesion to a standardized heat insulating panel(4). A porous fiber sheet or a porous polymer sheet(2), which is immersed in cement mortar, polymer dispersion, and single fiber mixed liquid, is stacked on the polymer dispersion layer. The mixed liquid(1) of cement mortar and polymer dispersion, and single fiber is stacked on the sheet. The stacked layer is aged for 30 days or more.
