PURPOSE: A system for processing a bill payment by using a utility meter and a method thereof are provided to simplify a bill payment process and reduce bill generating costs. CONSTITUTION: A memory(310) stores payment information, user authentication information, and a computer executing command. A processor(350) measures utility usage, and outputs output data(330) related to the utility usage. The processor issues a utility bill payment command related to the utility usage measured through a communication network by receiving a user command. The processor authenticates a user according to the user authentication information and transmits the utility bill payment command and payment information through the communication network for a process.
