PURPOSE: A soil conditioner composition for forming afforestation of water edges is provided to enhance water quality of effluent and to minimize soil contamination of water way. CONSTITUTION: A soil conditioner composition for forming afforestation of water edges comprises leaf mould, fermented manure, rice hull charcoal, vermiculite and zeolite as active ingredients. The soil conditioner composition additionally includes soil microbes. The soil microbe is Bacillus. Moreover, the soil conditioner composition additionally includes root promoting substance as the active ingredient. The root promoting substance is extract of kelp. The soil conditioner composition comprises 45-55 parts by weight of leaf mould, 18-22 parts by weight of fermented manure, 8-12 parts by weight of rice hull charcoal, 4-6 parts by weight of vermiculite, 12-18 parts by weight of zeolite, Bacillus and kelp extract as active ingredients.
