A transformation history calculation part 113 calculates a transformation history of each segment when cooled in the run-out cooling facility based on the temperature history of each segment calculated by the temperature history calculation part 112. An &alpha; particle size calculation part 114 calculates an &alpha; particle size after completion of transformation of each segment based on the transformation history of each segment calculated by the transformation history calculation part 113.
