<P>PROBLEM TO BE SOLVED: To provide a relocation control device which, even when a relocation across TOF device is involved, does not cause a break in MT packet communication and does not require changing Internet connection infrastructure facilities and settings. <P>SOLUTION: For a communication system including an RNC 103a which processes communication information on radio communication between an MT 101 and a BTS 102a, an SGSN 104a which connects the RNC 103a and a core network 100, and a GGSN 105a which connects the core network 100 and an Internet network N, a check is made to determine whether a TOF device 108a is connected.
