<P>PROBLEM TO BE SOLVED: To manage and control devices within a metering infrastructure utilizing smart cards. <P>SOLUTION: An infrastructure having a plurality of smart devices is disclosed. Each of the smart devices is adapted to be controlled by a removable smart card 22. Each removable smart card 22 includes a computational platform 24 capable of storing and executing program codes, and a set 32 of application programs capable of being executed on the computational platform 24.
