<P>PROBLEM TO BE SOLVED: To quickly raise a temperature in a floor heating panel. <P>SOLUTION: A heater includes a remote control device for changing a set temperature of floor heating panels 4A and 4B, a reference target temperature determination part 62 for determining a reference target temperature of a return hot water temperature to be returned from the floor heating panels 4A and 4B to a heating unit on the basis of the set temperature, a correction target temperature determination part 63 for determining a correction target temperature by correcting the reference target temperature determined by the reference target temperature determination part 62 such that the reference target temperature lowers as the floor material thickness of the floor heating panel 4 becomes thin, and a control part 60 for performing a heating operation by controlling a heat pump unit and the heating unit.
