<P>PROBLEM TO BE SOLVED: To provide a technique to construct a flexible security environment in which a security level and connection restrictions are taken into account. <P>SOLUTION: A quarantine apparatus 10 determines security policies applied to client terminals 8, 52, and 72 respectively on the basis of inventory information acquired from the client terminals. The security policy is defined being separated into a basic policy, a group policy, and a network policy on the basis of respective identification information preliminarily registered in the quarantine apparatus 10 for the client terminals 8, 52, and 72 and group information grouping the identification information. The basic policy, the group policy, and the network policy are made to correspond to an execution item for quarantine and a simulation mode.
