<P>PROBLEM TO BE SOLVED: To provide a network design system capable of designing a route, a device and a port use number, etc., for minimizing cost increase accompanying path accommodation while considering the relation of the port number upper limit of each device and a cost from device candidates. <P>SOLUTION: An operator sets a path demand to be accommodated, and in the case of newly including it in a network, sets information of the device candidates, a port number and a path route, etc., required for the network to an object function indicating a total cost. Under a constraint condition derived from a configuration of the network, a mathematical planning problem of minimizing the object function is set, and a solution is obtained using a solver for solving the mathematical planning problem.
