PROBLEM TO BE SOLVED: To adjust an input dynamic picture image to a suitable image size for predetermined image processing.

SOLUTION: An image reduction device which reduces the overall image size of an input dynamic picture image by reducing a non-attention area of an image frame included in the input dynamic picture image includes: non-attention area setting means of setting a non-attention area for each image frame; processing size setting means of setting a processing size for the non-attention area; and image size reduction means of thinning out an image of the non-attention area set by the non-attention area setting means corresponding to the processing size set by the processing size setting means so as to reduce the image size of the whole image frame, and outputting the reduced image frame and setting information for the reduction.
