<P>PROBLEM TO BE SOLVED: To provide: a planar light source using an organic EL element layer as a light source, capable of being reduced in size and thickness; and a lighting system. <P>SOLUTION: The present invention relates to a planar light source 1 including: a substrate 4; and an organic EL element layer 5 formed on the substrate 4 while having a light emitting region EL with a light emitting function and a non-light emitting region NL which is electrically independent of the light emitting region EL, receives light, and has a sensor function capable of outputting an electrical signal according to the received light.
