<P>PROBLEM TO BE SOLVED: To provide a color tone correction film having heat resistance and moisture resistance superior to the conventional ones, and a functional film obtained using the same. <P>SOLUTION: The color tone correction film 1 is produced by dispersing a small amount of a bluing component 101 in a cyclic olefin-based resin component 100 which is a copolymer of norbornene and ethylene. Using the color tone correction film 1 as a substrate film, a gas barrier film 2 including a gas barrier layer 10 formed on the surface of the substrate film is produced.
