<P>PROBLEM TO BE SOLVED: To precisely estimate CQI without increasing a hardware scale nor power consumption. <P>SOLUTION: A storage part such as a ROM or RAM is stored with an SNR-CQI conversion table 52 as N kinds of tables for conversion from SNRs to CQIs by values of Doppler frequencies. A table selection part 51 compares a previously set table determination threshold and a Dopper frequency reported sequentially from a Doppler frequency detection part with each other, and selects a table for a value of a predetermined Doppler frequency from the stored SNR-CQI conversion table 52.
