<P>PROBLEM TO BE SOLVED: To enable safe management of tag information. <P>SOLUTION: A terminal device 41 obtains Ko encrypted tag information 341 encrypted using an inherent encryption key Ko323 from an ID card 121. The inherent encryption key Ko323 is generated by a terminal device 41. Consequently, it is possible to restrain another terminal device not having the inherent encryption key Ko323 from obtaining tag information 182-11. Also, the terminal device 41 performs mutual authentication with an information aggregation card 42 using an inherent authentication key Kc321-11 and, when the authentication has succeeded, writes the tag information 182-11 into the information aggregation card 42. As a result, it is possible to restrain another terminal device not having the inherent authentication key Kc321-11 from performing writing into the information aggregation card 42.
