<P>PROBLEM TO BE SOLVED: To quickly make a connection in response to a connection request. <P>SOLUTION: A center terminal 5 has a connection job creating part 45 and a connection job list transmitting part 51. The connection job creating part 45 creates a connection job which is information relevant to connection to a first maintenance target terminal 7A. The connection job list transmitting part 51 transmits the connection job list to a first maintenance terminal 9A and a second maintenance terminal 9B. The first maintenance terminal 9A and the second maintenance terminal 9B each has a job selection transmitting part 77 and a routing session establishment part 71. When a connection execution instruction regarding the connection job is transmitted from a first maintenance operation terminal 23A, the job selection transmitting part 77 transmits a job selection to be desired for execution to a center terminal 5.
