<P>PROBLEM TO BE SOLVED: To provide a business model of a watch system in a housing complex, which is configured to form a community in a district with elderly residents of a housing complex as targets, watch each other by mutual aid of local residents and support human watch by local residents of the housing complex by mechanical watch by a sensor from the side, and is operated by healthy elderly residents. <P>SOLUTION: In the watch system of a housing complex, an intra-dwelling-unit watch device comprising a sensor for gathering living information is installed inside each dwelling unit of the housing complex, the living information from each dwelling unit is gathered to mechanical watch means installed in a security center of the housing complex, and mutual human watch situations outside the dwelling units are inputted to the mechanical watch means. In the security center, the living information of elderly residents and presence/absence of abnormal change are checked about twice a day.
