<P>PROBLEM TO BE SOLVED: To provide an optical fiber wiring plate with less restriction on the wavelength of signal light used and on the length of an optical transmission path, in which displacement of an optical fiber is difficult to occur. <P>SOLUTION: An optical fiber wiring plate 1 includes: a substrate 10; an optical fiber 20 disposed on the substrate 10 on the inner side of the outer periphery of the substrate 10; a first mirror member 30a having a first mirror 36a for converting an optical path outside one end 20a of the optical fiber 20 in a direction (X direction) where the optical fiber 20 extends on the inner side of the outer periphery of the substrate 10; and an upper clad layer 50 formed on the substrate 10 so as to cover the optical fiber 20 and the first mirror member 30a. The one end 20a of the optical fiber 20 and the first mirror member 30a are formed on the substrate 10 so that the one end 20a of the optical fiber 20 and the first mirror member 30a are located at positions capable of sending and receiving an optical signal to/from each other.
