<P>PROBLEM TO BE SOLVED: To stably provide a Web page by avoiding the deviation of polling in the polling cycle of a client device. <P>SOLUTION: In an information providing system 100, a polling distribution deriving part 326 of a server device 120 is configured to derive polling distribution to be received from a plurality of client devices 110 by predetermined measurement section units in a polling cycle, and an offset time deriving part 328 derives an offset time from a transmission timing at a point of time when the polling distribution is derived by the polling distribution deriving part of polling about a client device to be updated so that the derived polling distribution can be standardized; and an update requesting part 330 requests the update of the derived offset time to each client to be updated.
