<P>PROBLEM TO BE SOLVED: To enable reduction in power consumption and miniaturization, while improving speed of encoding processing. <P>SOLUTION: Encoding processing parts 120, 121, and 122 encode a macro block which is not in contact with an area boundary by a first encoding mode of encoding using information of a macro block adjacent to the macro block.
