<P>PROBLEM TO BE SOLVED: To provide a non-contact limited ozone producing transfer device and an image forming device using the same. <P>SOLUTION: The ozone generator transfer device includes: a ceramic substrate 201 having conducting lines 208; a dielectric layer 202; and a top conducting layer 206 with slots 210 therein that align with the underlying conducting lines.
