PROBLEM TO BE SOLVED: To make it possible to introduce sleep for reducing power consumption of a router.

SOLUTION: The invention comprises the steps of: communicating with a network; storing acquired traffic flow information and interface load information to storage means; generating a traffic matrix from the traffic flow information; calculating a link utilization rate from the interface load information based on the traffic matrix; and calculating a set of weight values of links having the lowest cost by applying a local search method using a taboo search to the link utilization rate. The invention also comprises the steps of: generating a set of links whose link utilization rates are equal to or larger than 0, and equal to or smaller than a predetermined threshold; and calculating a cost by changing weight values of links selected from the set.
