PROBLEM TO BE SOLVED: To implement efficient control related to content distribution by cooperation on communication between peers by a user.

SOLUTION: The invention collects information about a present state of resources of a content distribution system; stores the information in present state storage means with a threshold as a reference; sets an ideal state of the content distribution system to the content distribution system, based on a constraint condition given by an operator; stores a parameter of the ideal state in ideal state storage means; compares information about a state of each user terminal and the state of the content distribution system stored in the present state storage means and the ideal state storage means; calculates an incentive for controlling an action of each user so as to approach the ideal state of the content distribution system in operation; and provides the incentive and an interface for enabling upload of a target content.
