<P>PROBLEM TO BE SOLVED: To enhance accuracy of classifying an image. <P>SOLUTION: A determination reference value calculation section 30 specifies a determination reference value for determining whether a received image belongs to each of a plurality of classes or not, based on a feature amount of the received image and feature amounts of a plurality of learned images. A belonging possibility calculation part 34 specifies a value that indicates a height of a possibility that the received image belongs to each of the plurality of classes, based on correlation information that is specified based on the plurality of learned images and indicates at least one of a possibility that an image belonging to the class belongs to another class and a possibility that an image not belonging to the class does not belong to any other classes, and determination reference values of the class and other classes.
