The device has a bracket fixed on an external side of cam (13) by an axle (8) and a rivet (33). The bracket has a profile in the shape of round knife blade on an end for cutting of caps of necks of bottles and a nozzle in the shape of hook at another end to uncap cans. Another bracket (31) is fixed on another exterior side of the cam for fixing and articulating a knife blade (30) for cutting cardboards of packages of bottles. Grooves are reamed in a lower part of a body according to an oval profile for fitting and diametrical tightening of the device on the necks with large diameter.
