A controller for a storage system moves data managed in a virtual storage area for a virtual logical volume from an allocated actual storage area to an actual storage area in another storage medium having different characteristics, in accordance with prescribed conditions, and executes copying of an area to be copied, which is at least part of a virtual storage area for a first virtual logical volume, to a second virtual logical volume. A management system controls the controller such that, when utilizing the second virtual logical volume, at least part of the data copied to the second virtual logical volume by the copy process is moved to an actual storage area in a storage medium with better characteristics.
