PROBLEM TO BE SOLVED: To suppress interference to other cells caused by increase in transmission power of mobile station devices in SORM (Spectrum-Overlapped Resource Allocation).

SOLUTION: A radio controller which permits plural radio terminal devices to perform overlapped arrangement of transmission signals in a part of frequencies in a system band determines the frequencies in which the respective radio terminal devices arrange the transmission signals, such that the interference level of the whole system band is suppressed to be a fixed value or less. Furthermore, the radio controller determines the frequency in which the respective radio terminal devices arrange the transmission signals, such that the frequency band to be allocated to the respective radio terminal device totals the system band or less.
