<P>PROBLEM TO BE SOLVED: To determine whether or not an uplink signal is to be transmitted through discontinuous frequency bands according to the capability of user equipment and operation bands for communication by the user equipment, and to allocate a frequency band for transmitting the uplink signal based on the determination result. <P>SOLUTION: A base station device eNB according to the embodiment includes a capability signal receiver unit 202 configured to receive from user equipment UE a Capability signal which reports whether or not the user equipment UE has capability to simultaneously transmitting uplink signals through allocated discontinuous frequency bands.
