<P>PROBLEM TO BE SOLVED: To provide a vulcanizing device capable of obtaining the effects such as improvement in heating performance and heat conductivity, reduction in energy and operation costs, stabilization in vulcanizing quality, and improvement in energy efficiency, and to provide an inner bladder device and a method of vulcanizing a raw tire. <P>SOLUTION: By providing an inner bladder 100A inside a bladder 34 and flowing a heating medium in a gap 200 between the bladder 34 and the inner bladder 100A, the raw tire T is heated from the inside, and a pressurizing medium is supplied to an inner space 300 of the inner bladder 100A to pressurize the raw tire T from the inside.
