<P>PROBLEM TO BE SOLVED: To provide an apparatus and method for manufacturing particles continuously by emulsion aggregation. <P>SOLUTION: A continuous stirred-tank reactor (CSTR) includes: raw material supply tanks 2 and 4; a reactor 10 for a cool temperate addition process; reactors 20 and 30 for an aggregation process; a reactor 40 for a shell addition process; a reactor 50 for a freeze process, a reactor 60 for a chelated process; a reactor 70 for a temperature rise process; and a reactor 80 for a fusion process which are disposed in series.
