PROBLEM TO BE SOLVED: To limit users who can acquire and/or register data.

SOLUTION: An identifier information storage unit 12a stores identifier information in which data identifiers belonging to a partial name space which is a subset of a name space formed by a set of all data identifiers corresponding to saved data are associated with location information indicating the saving location of the data. A user information storage unit 12b stores user information including user identifiers of users who are permitted to solve and register data identifiers belonging to the partial name space. A request reception unit 13a receives, from a user terminal, a request related to solution or registration of a data identifier belonging to the partial name space. Also, when the user identifier included in the received request is included in the user information and the data identifier included in the received request is included in the identifier information, a request control unit 13b performs processing corresponding to the request.
