<P>PROBLEM TO BE SOLVED: To provide a memory device, a memory control method, and a program capable of preventing lowering of a processing speed, executing a task in a required performance, and executing an appropriate refresh operation according to a situation. <P>SOLUTION: A memory device 20 includes: a nonvolatile memory 23 that deletes data for every block unit and writes and reads data with respect to the block; and a control unit 21 that controls an access operation of the nonvolatile memory, monitors a level of a data change state of the nonvolatile memory, and controls a refresh operation of the nonvolatile memory.
