<P>PROBLEM TO BE SOLVED: To provide an elastic roller keeping an outer shape or the like of a foamed elastic layer, and having a desired outer shape or the like, to provide a manufacturing method capable of manufacturing the elastic roller keeping the outer shape or the like of the foamed elastic layer, and having the desired outer shape or the like, and to provide a rubber tube. <P>SOLUTION: The manufacturing method of the elastic roller comprises: a step of applying an adhesive on at least one of an outer peripheral surface of a roller raw body including a foamed elastic layer which is arranged on a shaft body and which has the outer peripheral surface whose external diameter changes along an axial direction, and an inner surface of a resin tube for covering the foamed elastic layer; a step of arranging the roller raw body in a rubber tube in a state where the resin tube is sandwiched between an inner peripheral surface of the rubber tube and the roller raw body; and a step of heating the roller raw body arranged in the rubber tube and hardening the adhesive.
