<P>PROBLEM TO BE SOLVED: To stably activate a mobile phone when a load current increases. <P>SOLUTION: The mobile phone includes a processor 24 which gives an instruction to a processor 70 to charge an electric double-layer capacitor 46 when predetermined charge conditions are satisfied. Then, the processor 70 switches a switch SW 4 to a terminal T7 side while controlling a DC-DC converter 72. Therefore, the electric double-layer capacitor 46 is charged by electric power of a secondary battery 42. Moreover, when a load current increases, the processor 24 gives an instruction to the processor 70 to discharge the electric charge in the electric double-layer capacitor 46. Then, the processor 70 switches a switch SW 5 to a terminal T12 side while switching the SW 4 to a terminal T8 side.
