<P>PROBLEM TO BE SOLVED: To provide a binding tool and a binder which support an operation member rotatably to a base side without using a shaft as an independent part, the operation member being detachable from a side member constituting a file member. <P>SOLUTION: A dual-open binding tool includes a file member 16 including a pair of side members 30 set detachably to a base 15 provided with a supporting portion 20 at both sides of a width direction, and an operation member 17 located between the base 15 and the side member 30 to attach/detach the side member to/from the supporting portion. The supporting portion 20 has a tubular portion 24 provided with a slit 28 in an axial direction, and rotatably supports the operation member located in an arrangement space 26 between the tubular portions. The operation member 17 includes a pipe 61 inserted into the tubular portion 24, and engaging portions 63 and 64 to engage with the side member 30. The operation member is assembled to a base 14 by inserting the pipe 61 into the tubular portion 24 so that a plate surface moves along the slit 28. <P>COPYRIGHT: (C)2012,JPO&INPIT |
