PURPOSE: A multi-functional filtering sheet equipped with an absorption-filtering and sterilizing function and a water treating apparatus for non-point pollutants using the same are provided to prevent the clogging phenomenon of a filtering sheet and to extend the life of the sheet. CONSTITUTION: A multi-functional filtering sheet(20) is cylindrical. An activated carbon containing sheet(10b) is arranged at the outer side of the filtering sheet, and a copper containing sheet(10a) is arranged at the inner side of the filtering sheet. The activated carbon containing sheet is obtained by mixing shaped activated carbon particles and organic polymer fiber materials and introducing the mixture into a mold. The mixture in the mold is heated to be molded at a temperature between 100 and 300 degrees Celsius. The organic polymer fiber materials are polyether or polyester.
