PURPOSE: A method and an apparatus for treating organic materials based on complex electrolysis are provided to effectively eliminate organic materials by maximizing the efficiency of electrolysis. CONSTITUTION: A method for treating organic materials includes the following: a catalytic agent is introduced into wastewater in order to accelerate the generation of hydroxyl groups; and the wastewater is electrolyzed. The electric current density of the electrolysis is adjusted according to the concentration of organic materials in the wastewater. The catalytic agent is a material containing nascent oxygen such as hydrogen peroxide or ozone.
