PURPOSE: An apparatus and a method for preventing breakout of a solidified shell in a continuous casting process are provided to predict the possibility of breakout of a solidified shell caused by hydrogen in real time and properly change working conditions. CONSTITUTION: An apparatus for preventing breakout of a solidified shell in a continuous casting process comprises a memory(130), a temperature sensing unit(110), and a control unit(190). The memory stores operation variable data including one or more of steel type, casting speed, properties of powder, the thickness of a mold(30), the supply temperature of cooling water, and the flow rate of cooling water and operation change data according to breakout indexes. The temperature sensing unit detects the temperature of cooling water discharged after cooling the mold. The control unit calculates the current heat flux using the drain temperature of cooling water obtained by the temperature sensing unit and the breakout index of a solidified shell using the normal heat flux, the current heat flux, and a predetermined heat flux decline index, and controls one or more of the casting speed, mold vibration frequency, and powder replacement in order to minimize the breakout index of the solidified shell.
