PURPOSE: A light emitting diode element and a light emitting diode device are provided to improve light extraction efficiency since light emitted from a light semiconductor layer is reflected by an encapsulation resin layer. CONSTITUTION: An electrode portion(4) is connected to a light semiconductor layer(3). An encapsulation resin layer(14) seals the light semiconductor layer and the electrode portion. The encapsulation resin layer contains the light reflection component. A buffer layer(6) is formed to correspond to an outer shape of an LED(20). An N type semiconductor layer(7) is formed in a lower portion of the buffer layer.
